

Riccardo Merli is a doctoral researcher in European Studies for Innovation at the University of Teramo. His work focuses on the transformation of public administrations in the digital age, with particular attention to the implementation of the NRRP, the digitalisation of administrative processes, and the liability issues arising from the adoption of algorithmic systems. His current research analyses the impact of automated decision-making in public procedures and its implications for administrative legality and the protection of fundamental rights. He combines strong organisational and time-management skills with a collaborative mindset and effective communication abilities, enabling him to integrate quickly into new professional environments.
Within the framework of the interdisciplinary PhD programme European Studies for Innovation, my research and academic engagement are centred on Administrative Law, especially in relation to public-sector digital transformation.
